The report of this committee having been received and read on Friday the 16th, the chancellor of the exchequer moved for leave to bring in a bill to empower his majefty to fecure and detain all fuch perfons as he fhall fufpect are confpiring a gainst his perfon and government.' After a long debate, this motion was carried by 201 to 39; and the bill being brought in, was read twice, committed, and ordered for the third reading the next day; not, however, without feveral other divifions, all of which terminated equally in favour of the minifter.-The next day, the bill was paffed by a fimilar majority, and ordered to be carried, with the report of the fecret committee, to the lords. On Monday the 19th, Lord Grenville prefented to the lords a meffage fimilar to that fent to the commons; when their lordships, in like manner, agreed to ballot for a fecret committee, to confift of nine. This took place the next day, when the following noblemen were chofen : The lord chancellor, the lord privyfeai, duke of Leeds, duke of Portland, earl o Hardwicke, earl of Carlisle, earl of Carnarvon, earl of Chatham, and earl of Mansfield. The fubject being refumed on Thurfday the 22d, the bill from the commons was read a first and second time, and committed; but the third reading being oppofed by lord Lauderdale, the house divided, for the third reading 95, against it 7. The bill was then paffed, and yesterday received the royal affent. common-coun Yesterday, at a court of cil at Guildhall, Mr. alderman Combe moved, that the thanks of the count be given to fir Charles Grey, K. B. and fir John Jervis, K. B for their gallant conduct in the Weft Indies, which was feconded by Mr. alderman Pickett, and unanimously agreed to. The freedom of the city was voted unanimously to each of the faid commanders, in a gold box of one hundred guineas value, and the lordmayor was requested to transmit copies of the faid refolutions to them.
