British vessels which may engage in those operations shall be bound to conform to all the measures of police, health, and equipment which may apply to French vessels.

XXIII. The labour regulations of Martinique shall serve as a basis for all the regulations of the colony with regard to Indian emigrants, subjects of Her Britannic Majesty.

The French Government engages not to introduce into those regulations any modification the result of which would be to place the said Indian subjects in an exceptional position, or to impose upon them conditions of labour more stringent than those prescribed by the said regulations.

XXIV. The provisions of the present Convention relative to the Indian subjects of Her Britannic Majesty shall apply to the natives of every Indian State which is under the protection or political control of Her said Majesty, or of which the Government shall have acknowledged the supremacy of the British Crown.

XXV. It is understood that the stipulations of the present Convention relative to Indian subjects of Her Britannic Majesty introduced into the colony shall be maintained in force in favour of the said Indians until they shall either have been sent back to their own country, or have renounced their right to a return-passage.

Les dispositions de la présente Convention relatives aux Indiens sujets de Sa Majesté Britannique sont applicables aux natifs de tout Etat Indien placé sous la protection ou le contrôle politique de Sa dite Majesté, ou dont le Gouvernement aura reconnu la suprématie de la Couronne Britannique.

XXV. Il est entendu que les stipulations de la présente Convention relativement aux sujets Indiens de Sa Majesté Britannique introduits dans la colonie seront prorogées de plein droit en faveur des dits Indiens jusqu'à ce qu'ils soient repatriés, ou qu'ils aient renoncé au droit de repatriement.

HER Majesty the Queen of the United Kingdom of Great Britain and Ireland, and the Republic of Nicaragua, being desirous to settle in a friendly manner certain questions in which they are mutually interested, have resolved to conclude a Treaty for that purpose, and have named as their Plenipotentiaries, that is to say:

Her Majesty the Queen of the United Kingdom of Great Britain and Ireland, Charles Lennox Wyke, Esquire, Companion of the Most Honourable Order of the Bath, Her Britannic Majesty's Envoy Extraordinary and Minister Plenipotentiary on a special mission to the Republics of Central America;

Su Magestad la Reina del Reino Unido de la Gran Bretaña é Irlanda, y la República de Nicaragua, deseosas de arreglar de una manera amistoso ciertas cuestiones en que estan mutuamente interesadas, han resuelto concluir un Tratado con aquel objeto, y nombrado como sus Plenipotenciarios, à saber:

Su Magestad la Reina del Reino Unido de la Gran Bretaña é Irlanda, al Señor Carlos Lennox Wyke, Caballero, Socio de la Muy Honorable Orden del Baño, Enviado Extraordinario y Ministro Plenipotenciario en Mision Especial à las Repúblicas de Centro-Americo;

And his Excellency the President of the Republic of Nicaragua, Don Pedro Zeledon, Minister for Foreign Affairs;

Who, after having communicated to each other their respective full powers, found in good and due form, have agreed upon and concluded the following Articles:

ART. I. On exchanging the ratifications of the present Treaty, Her Britannic Majesty, subject to the conditions and engagements specified therein, and without prejudice to any question of boundary between the Republics of Nicaragua and Honduras, will recognize as belonging to and under the sovereignty of the Republic of Nicaragua, the country hitherto occupied or claimed by the Mosquito Indians within the frontier of that Republic, whatever that frontier may be.

The British Protectorate of that part of the Mosquito territory shall cease 3 months after the exchange of the ratifications of the present Treaty; in order to enable Her Majesty's Government to give the necessary instructions for carrying out the stipulations of said Treaty.

II. A district within the territory of the Republic of Nicaragua shall be assigned to the Mosquito Indians, which district shall remain, as above stipulated, under the sovereignty of the Republic of Nicaragua.

Y su Excelencia el Señor Presidente de la República de Nicaragua, al Señor Licenciado Don Pedro Zeledon, Ministro de Relaciones Exteriores;

Quienes, habiendose comunicado sus respectivos plenos poderes, y encontradolos en buena y debida forma, estipularon y concluyeron los siguientes Articulos :

ART. I. Al cangearse las ratificaciones del presente Tratado, Su Magestad Británica, conforme á las condiciones y compromisos en el especificados, y sin que afecte ninguna cuestion de limites entre las Repúblicas de Nicaragua y Honduras, reconocerá como parte integrante y bajo la soberania de la República de Nicaragua, el pais hasta aqui ocupado ó reclamado por los Indios Mosquitos, dentro de la frontera de dicha República, cualquiera que sea aquella

frontera.

El Protectorado Británico sobre aquella parte del territorio Mosquito cesará très meses despues del cange de las ratificaciones del presente Tratado; á fin de que el Gobierno de Su Magestad pueda dar las instrucciones necesarias para llevar á efecto las estipulaciones de dicho Tratado.

II. Se asignará á los Indios Mosquitos dentro del territorio de la República de Nicaragua un distrito que permanecerá, como se ha estipulado arriba, bajo la soberania de la República de Nicaragua.

Dicho distrito será compren

prised in a line which shall begin at the mouth of the River Rama in the Caribbean Sea; thence it shall run up the midcourse of that river to its source, and from such source proceed in a line due west to the meridian of 84° 15' longitude west from Greenwich; thence due north up the said meridian until it strikes the River Hueso, and down the midcourse of that river to its mouth in the sea, as laid down in Baily's map, at about latitude from 14° to 15° north, and longitude 83° west from the meridian of Greenwich; and thence southerly along the shore of the Caribbean Sea to the mouth of the River Rama, the point of commencement.

But the district thus assigned to the Mosquito Indians may not be ceded by them to any foreign person or State, but shall be and remain under the sovereignty of the Republic of Nicaragua.

III. The Mosquito Indians, within the district designated in the preceding Article, shall enjoy the right of governing, according to their own customs, and according to any regulations which may from time to time be adopted by them, not inconsistent with the sovereign rights of the Republic of Nicaragua, themselves, and all persons residing within such district. Subject to the above-mentioned reserve, the Republic of Nicaragua agrees to respect and not to interfere with such customs

Pero el distrito así asignado á los Indios Mosquitos no podrá ser cedido por ellos á ninguna persona ni Estado estrangero, sino que estará y permanecerá bajo la soberania de la República de Nicaragua.

III. Los Indios Mosquitos, dentro del distrito designado en el Articulo precedente, gozarán del derecho de gobernarse á si mismos, y de gobernar á todas las personas residentes dentro de dicho distrito, segun sus propias costumbres, y conforme á los reglamentos que puedan de vez en cuando ser adoptados por ellos, no siendo incompatibles con los derechos soberanos de la República de Nicaragua. Conforme à la reserva arriba mencionada, la República de Nicaragua conviene en respetar y no oponerse à tales

IV. It is understood however, that nothing in this Treaty shall be construed to prevent the Mosquito Indians, at any future time, from agreeing to absolute incorporation into the Republic of Nicaragua on the same footing as other citizens of the Republic, and from subjecting themselves to be governed by the general laws and regulations of the Republic instead of by their own customs and regulations.

V. The Republic of Nicaragua being desirous of promoting the social improvement of the Mosquito Indians, and of providing for the maintenance of the authorities to be constituted under the provisions of Article III of this Treaty, in the district assigned to the said Indians, agrees to grant to the said authorities, for the space of 10 years, with a view to such purposes, an annual sum of 5,000 hard dollars. The said sum shall be paid at Greytown, by half-yearly payments, to such person as may be authorized by the Chief of the Mosquito Indians to receive the same, and the first payment shall be made 6 months after the exchange of the ratifications of the present Treaty.

For the payment of this sum Nicaragua will levy and especially consign a duty, to be levied according to weight, on all packages of goods that are

IV. V. La República de Nicaragua, deseosa de promover la mejora social de los Indios Mosquitos, y de proveer à la manutencion de las autoridades que se establezcan, segun las estipulaciones del Articulo III de este Tratado, en el distrito asignado á dichos Indios, conviene en conceder con tal objeto á dichas autoridades por espacio de 10 años, y con la mira de llenar aquellos objetos, una suma anual de 5,000 pesos fuertes. Dicha suma será pagada en Greytown, en pagos semestrales, á la persona que sea autorizada por el Gefe de los Indios Mosquitos para recibirla; y el primer pagamento se verificará 6 meses despues del cange de las ratificaciones del presente Tratado.

Para pagar esta suma, Nicaragua impondrá y consignará especialmente un derecho al peso sobre todos los bultos de efectos que por aquel puerto se importen
