Two principal motives have dictated the selection of ticular documents, out of the hundreds which might have b First, I wished to exhibit the historical development in E America, and later on the Continent, of orderly, constitu democratic government. From this point of view, an ir quaintance with Magna Carta, the Petition of Right, Rights, the Declaration of Independence, the Northwest the Constitution of the United States, and the Declarat Rights of Man is of supreme value to every intelligent citizen. Second, I wished to trace the growth of intern and of international relations, generally, as registered in papers as the Monroe Doctrine, the Durham Report, the of Paris, the Peace Circular of Nicholas II, and the Cover League of Nations. Few at this time will deny their ep significance for mankind.
